Pool Service License by State: 2026 Complete Guide
Pool service license requirements by state come down to one question almost nobody asks first: are you cleaning the pool, or are you touching the equipment? In most states those two activities sit on opposite sides of the licensing line, and getting that distinction wrong is what leads operators to either buy a licence they never needed or work unlicensed against a rule they did not know applied.
The rule that decides almost everything: routine cleaning – vacuuming, brushing, testing and balancing water, emptying baskets – is usually not licensed contracting work. Repairing or replacing pumps, filters, heaters, or anything electrical usually is. Nearly every state draws its line at that boundary, just with different names and different paperwork.
This page records what each state’s own statute or licensing board actually says, quoted from primary sources rather than summarised from other articles. Every entry links to the issuing authority so you can verify it yourself, because requirements change and no web page is a substitute for the board that issues the licence.
Pool service license requirements by state: the comparison
| State | Licence to clean only? | Licence to repair equipment | Authority |
|---|---|---|---|
| Florida | No – exempt by statute | Swimming Pool/Spa Servicing Contractor, or Residential/Commercial Pool/Spa Contractor | DBPR / Construction Industry Licensing Board |
| California | No | D-35 Pool and Spa Maintenance (C-61 specialty); C-53 for construction | Contractors State License Board |
| Texas | No state contractor licence | No pool-specific licence; electrical work needs a TDLR licensed electrician | TDLR, and DSHS for public pools |
| Arizona | No | R-6 Swimming Pool Service and Repair (residential specialty) | Registrar of Contractors |
| Nevada | No | Contractor licence required; pools fall under A-10 Commercial and Residential Pools | Nevada State Contractors Board |
Coverage note: this pool service license by state table currently documents the five states containing the large majority of US residential pool routes. We are extending it state by state, and each entry is added only once verified against that state’s own statute or licensing board – never estimated from secondary sources. Florida: the exemption is written into the statute
Florida is the clearest state in the country on this, because the legislature wrote the answer directly into law. Under Florida Statutes section 489.105, which defines the contractor categories, “a license is not required for the cleaning of the pool or spa in a way that does not affect the structural integrity of the pool or spa or its associated equipment.”
Florida is the one state where the pool service license question is answered in the statute rather than inferred from it, and that single sentence settles it for a chemical-and-cleaning route. Once you go further, Florida recognises three relevant categories:
- Commercial Pool/Spa Contractor – construction, repair and servicing of any pool, spa or hot tub, public or private, including equipment installation and equipment room construction.
- Residential Pool/Spa Contractor – the same scope of work, limited to residential pools.
- Swimming Pool/Spa Servicing Contractor – repair and servicing of pools and spas, public or private, including equipment repair and replacement, cleaning that requires disassembly, and draining a pool for repair.
Note where the servicing category bites: cleaning that requires disassembly of equipment. Pulling a filter apart to clean it is not the same activity, legally, as vacuuming a pool. Verify current requirements with the Florida DBPR Construction Industry Licensing Board.
The practical side of this is covered in our guide to Florida pool cleaning licence requirements.
California: most advice quotes the wrong classification
California is where published guidance is least reliable, because most of it names C-53 Swimming Pool – a construction classification written for pool builders. The classification that matches a service route is D-35 Pool and Spa Maintenance, a specialty licence issued under the C-61 Limited Specialty umbrella.
The Contractors State License Board defines the D-35 scope, under California Code of Regulations Title 16, as covering a contractor who “installs, replaces or repairs pool motors, pumps, filters, gas heaters and any above ground piping in connection with pools; includes electrical switches, breakers, pool lights, diving boards, existing solar systems that heat pools, pool and spa acid baths and applies vinyl liners to existing surfaces.”
Cleaning and water chemistry appear nowhere in that scope. Equipment work fills it. If you only clean, California asks nothing of you by way of a pool service license.
The $1,000 exemption, and the trap inside it
California exempts genuinely small jobs. Under Business and Professions Code section 7048, licensing law does not apply where the aggregate price for labour, materials and everything else on one project is less than $1,000, provided the work is minor and requires no building permit. That figure was raised from the long-standing $500 threshold, and a great deal of published advice still prints the old number.
The catch sits in the same section: the exemption does not apply to anyone who “advertises or puts out a sign or card or other device that might indicate to the public that the person is a contractor.” A pool company with a website offering equipment repair has arguably done exactly that. Splitting one larger job into several sub-$1,000 contracts is closed off explicitly as well. Texas: no licence, but a tax bill most operators miss
Texas has no state contractor licence for pool cleaning, and no pool service license of any kind for general route work. Electrical work is the exception – that requires a licensed electrician through the Texas Department of Licensing and Regulation, and TDLR also issues the Residential Appliance Installation Contractor licence covering certain appliance and pool-equipment electrical work. Public pools are regulated separately by the Department of State Health Services.
The expensive detail: the Texas Comptroller treats pool service as a taxable service. “Swimming pool maintenance is a taxable real property service whether done on residential or nonresidential (commercial) property. Swimming pool maintenance includes testing, acid washing, adding and balancing chemicals, cleaning and changing filters, and vacuuming.”
Read that carefully, because it catches people. Residential pool cleaning is taxable in Texas. An operator who has never collected sales tax on a residential route has an accruing liability, not a saving – and unlike a licensing question, this one compounds every month. Confirm your position against the Texas Comptroller guidance on cleaning services. Our Texas licensing guide covers the remaining paperwork.
Arizona: a licence class built for service routes
Arizona is unusual in having a classification written precisely for pool service rather than pool building. The Registrar of Contractors issues R-6 Swimming Pool Service and Repair, a residential specialty licence allowing the holder to service and perform minor repair of residential pools and accessories.
Its exclusions matter as much as its scope. R-6 does not cover plumbing connections to a potable water system, gas lines, gas chlorine systems, or electrical work beyond the first disconnect, and it does not permit complete replacement of plaster or pebble pool interiors or decks. Those need a broader licence. Verify with the Arizona Registrar of Contractors.
Nevada: pools sit under the contractor board
Nevada regulates pool work through the Nevada State Contractors Board, where construction, alteration and repair of commercial and residential pools and spas – including appurtenant equipment – falls under classification A-10 Commercial and Residential Pools. Residential pool contractors are additionally required to post a consumer protection bond, as either a surety bond or cash deposit, sized to the monetary limit on the licence.
All Nevada classifications are defined in Nevada Administrative Code chapter 624. Confirm which classification your specific scope of work requires with the Nevada State Contractors Board before bidding equipment work.
What every state expects regardless of licensing
Pool service license rules are only one layer. Even where no pool-specific licence exists, a route still needs ordinary business paperwork: a registered business entity, a local business licence or tax receipt in many municipalities, general liability insurance, workers’ compensation once you have employees, and sales tax registration wherever the service is taxable. The US Small Business Administration maintains a current overview of registration requirements.
Chemical handling carries its own obligations. Where you have employees, hazard communication and chemical storage fall under OSHA rules, and commercial or public pools frequently require a certified operator on file regardless of contractor licensing – a separate track from the licences above.
How to check pool service license rules for your own state
- Write down what you actually sell. Separate cleaning and water chemistry from equipment repair and replacement. That line is the one every state cares about.
- Read your state’s entry above, then open the linked authority. Never rely on a summary – including this one – for a compliance decision.
- Check your city and county separately. Many states leave pool service unlicensed while individual municipalities still require a local business licence.
- Ask whether you serve public or commercial pools. These are regulated more heavily almost everywhere, usually through the health department rather than the contractor board.
- Confirm your sales tax position. As Texas shows, whether the service is taxable can cost more than any licence.
If you are still deciding whether to take on repair work at all, our guide to pool cleaning business license requirements works through the trade-off, and the pricing calculator will show whether the added revenue justifies the licence.
Where this page goes next
Pool service license requirements by state are genuinely hard to research, because the answer lives in fifty separate statutes and the secondary sources contradict each other constantly – while researching this page, every commercial article we checked got at least one of the five states above wrong. So states are added only as they are verified against primary sources, each with a verification date. If your state is not here yet, that means we have not confirmed it, not that there is nothing to report.
